Pavel Marozau is a Belarusian-Estonian civic activist, media manager, and NGO leader with over two decades of experience in democratic resilience, independent media, diaspora mobilisation, and strategic civil society development across Eastern Europe, the Baltic region, Europe, and the United States.
He has initiated and managed more than 50 civic, media, cultural, and policy-oriented projects. In 2007–2013, he contributed to the creation and coordination of a transatlantic network of Belarusian pro-democratic diaspora organisations in Europe and the United States. In 2015–2021, he developed and managed a network of pro-democratic bloggers and independent content creators from Russia, Belarus, and Central Asia, strengthening cross-border media cooperation and counter-disinformation capacity.
Pavel is the founder and organiser of several recognised international formats, including RUBYCON, a political science and expert conference for Russian and Belarusian pro-democratic analysts and journalists, and Art Against Dictatorship, an international exhibition platform for protest artists. His work combines institutional development, programme strategy, civic technology, media innovation, and democratic coalition-building.
He has presented analysis on Belarus and Eastern Europe at leading international institutions, including the Woodrow Wilson Center, Kennan Institute, German Marshall Fund, Heritage Foundation, Carnegie Center, and European academic platforms. He holds master’s degrees in finance and political science and is an alumnus of international leadership and policy programmes in the United States and Europe.
