Dzmitry Shedko is a public policy expert and government affairs strategist with extensive experience at the intersection of digital transformation, regulatory innovation, and international cooperation. Throughout his career, he has held senior leadership positions in the Government of Belarus, including Deputy Minister of Information and First Deputy Minister of Communications and Informatization, where he contributed to the development of national digital infrastructure, e-government initiatives, telecommunications modernization, and technology-driven economic policy.
He is particularly recognized for his contribution to the development of Belarus's digital economy and innovation ecosystem. As a member of the Supervisory Board of the Belarus High-Tech Park (HTP), he participated in the advancement of policies that strengthened the country's position as a regional technology hub and supported the growth of the IT sector, startup ecosystem, and international technology partnerships. He was also involved in the development and implementation of regulatory initiatives aimed at fostering innovation, digital entrepreneurship, and emerging technologies.
His expertise spans digital governance, public sector modernization, digital economy policy, international institutional engagement, strategic regulatory development, and stakeholder relations. Dzmitry has extensive experience in building cooperation between governments, technology industries, international organizations, and development partners.
As part of his governmental responsibilities, he represented Belarus in a number of international organizations and multilateral platforms, including the International Telecommunication Union (ITU), the Regional Commonwealth in the Field of Communications (RCC), and the International Organization of Space Communications Intersputnik. Through these roles, he contributed to international policy dialogue on telecommunications, digital development, connectivity, and cross-border cooperation.
In his current role as Senior Government Relations & International Organisations Adviser at the International Modern Pension Systems Institute, he focuses on public-private collaboration, international engagement, regulatory strategy, and the modernization of social and pension systems through innovation, digitalization, and evidence-based policy development.
